PROPOSED CONSTITUTIONAL AMENDMENTS

HOUSE JOINT RESOLUTION 1
Constitutional amendment; Governor's term of office.

Patron: Harry R. (Bob) Purkey

Summary: Permits the Governor to succeed himself in office. The amendment allows two terms (either in succession or not in succession) but prohibits election to a third term.
HOUSE JOINT RESOLUTION 30
Constitutional amendment; local sources of revenues.

Patron: L. Karen Darner

Summary: Requires the General Assembly to maintain local sources of revenue and to appropriate general funds to localities to offset any loss of revenues occasioned by the passage of a law diminishing a local source of revenue. The General Assembly may override the maintenance requirement by a four-fifths majority vote of the members voting on the measure.

 

HOUSE JOINT RESOLUTION 95
Constitutional amendment; General Assembly; term limits.

Patron: Frank M. Ruff

Summary: Limits members of the Senate to two full terms (eight years) and members of the House of Delegates to four full terms (eight years). The limitations apply to service for both consecutive and nonconsecutive terms. Service for a partial term does not preclude serving the allowed number of full terms. In addition to any partial term, a person may serve eight years in each house or a total of 16 years in the General Assembly in a lifetime. The limits apply to terms of service beginning on or after the start of the 2002 Regular Session of the General Assembly.

 

HOUSE JOINT RESOLUTION 216
Constitutional amendment; Governor's time to act on bills.

Patron: Robert F. McDonnell

Summary: Moves the reconvened session to the eighth Wednesday following sine die of a regular session to give the Governor an additional 15 days to act on legislation presented to him when there are fewer than seven days left in the session. The Governor's time to consider bills returned to him from a reconvened session of a regular or special session is reduced from 30 days to 15 days.

 

 

SENATE JOINT RESOLUTION 52
Constitutional amendment; restoration of right to vote for felons.

Patron: Yvonne B. Miller

Summary: Authorizes the General Assembly to provide by law for the restoration of civil rights for felons who have completed service of sentence, probation, and parole and met such other conditions or limitations as may be provided by law.

 

SENATE JOINT RESOLUTION 69
Constitutional amendment; General Assembly; term limits.

Patron: H. Russell Potts, Jr.

Summary: Limits members of the Senate to three terms (12 years) and members of the House of Delegates to six terms (12 years). The limitations apply to service for both consecutive and nonconsecutive terms. Service for a partial term does not preclude serving an additional 12 years. A person may serve 12 years in each house or a total of 24 years in the General Assembly in a lifetime. The limits apply to terms of service beginning on or after the start of the year 2002 regular session of the General Assembly.

 

SENATE JOINT RESOLUTION 252
Constitutional amendment; restoration of right to vote for felons.

Patron: Emmett W. Hanger, Jr.

Summary: Authorizes the General Assembly to provide by law, or establish a process by law, for the restoration of civil rights for felons who have completed service of sentence, probation, and parole and met such other conditions or limitations as may be prescribed by law.
