HOUSE JOINT RESOLUTION 105
Study; fiscal autonomy for elected school boards.
Patron: James H. Dillard II
Summary: Establishes a joint subcommittee
to study the implications of granting fiscal autonomy to elected
school boards.
Note: In lieu of the proposed legislative
study, the Rules Committee sent a letter to the Commission on
State and Local Tax Structure requesting that it study the issue.
HOUSE JOINT RESOLUTION 106
Study; Virginia elections emergency contingency plan.
Patron: George W. Grayson
Summary: Establishes a joint legislative subcommittee
to study the means and procedures to suspend, delay, or reschedule
an election due to a natural or man-made disaster occurring before
or during an election.
Note: In lieu of the proposed legislative study, the Rules Committee
sent a letter to the State Board of Elections requesting that
it study the issue.

Study; Virginia Public Procurement Act.
Patron: L. Karen Darner
Summary: Establishes a joint subcommittee
to study the Virginia Public Procurement Act and its impact on
local governing bodies.
HOUSE JOINT RESOLUTION 241
Study; bonus incentive program for state employees.
Patron: Allen L. Lauderback
Summary: Establishes a joint subcommittee
to study the merits and mechanics of establishing a bonus incentive
program for state employees based on suggestions or improvements
that save money for the Commonwealth.
Note: In lieu of the proposed legislative
study, the Rules Committee sent a letter to the Department of
Personnel and Training requesting that it study the issue.
HOUSE JOINT RESOLUTION 276
Study; wage replacement to care for family members.
Patron: Viola O. Baskerville
Summary: Requests the Department of Personnel
and Training in conjunction with the Virginia Retirement System
to study the feasibility of providing wage replacement benefits
to state employees to cover absences covered under the Family
and Medical Leave Act.
Note: In lieu of the proposed legislative
study, the Rules Committee sent a letter to the Department of
Personnel and Training requesting that it study the issue.
HOUSE JOINT RESOLUTION 280
Study; Virginia Public Procurement Act.
Patron: H. Morgan Griffith
Summary: Establishes a joint subcommittee
to study the Virginia Public Procurement Act and the regulations
adopted by the Department of General Services, Division of Purchases
and Supply.
SENATE JOINT RESOLUTION 72
Study; electronic contracting and electronic procurement.
Patron: Patricia S. Ticer
Summary: Directs the Auditor of Public Accounts,
in consultation with the Virginia Department of General Services,
to study whether audits of public accounts can be satisfactorily
conducted with electronic contracting and electronic procurement
processes. In conducting the study, the Auditor of Public Accounts
shall determine whether audits of public accounts, as required
by the laws of the Commonwealth, can be satisfactorily conducted
using electronic procurements, contracts, and transactions in
lieu of paper-based procurements, contracts, and transactions,
and identify any statutory or regulatory barriers or obstacles
which may prevent the implementation of electronic contracting
and electronic procurement processes that are envisioned for
the Commonwealth. This resolution is a recommendation of the
Joint Commission on Technology and Science.
SENATE JOINT RESOLUTION 160
Staffing standards for sheriffs
Patron: J. Randy Forbes
Summary: Directs JLARC to study staffing standards
for sheriffs' departments. The staffing standards for sheriff's
deputies involved in jail operations, court security, and process
services have remain unchanged. There is a need to develop staffing
standards for sheriff's departments that more accurately reflect
actual workloads and requirements and to determine the number
and funding of additional positions that such revised standards
may indicate are necessary.
