Introduction
This Final Legislative Report has been prepared by Mays & Valentine,
L.L.P. for the use of VALECO members. A few caveats are in order.
First, please note that the scope of this report is limited to legislation
directly and substantially affecting constitutional officers' general powers
and duties, compensation, retirement, and other benefits, as well as general
laws affecting all constitutional officers, including election and campaign
finance laws, the Freedom of Information Act and other measures relating
to public access to information, the Public Procurement Act, the State and
Local Officials Conflict of Interests Act, and studies and constitutional
amendments of general applicability. For bills affecting a particular constitutional
office, that are not of significance to all offices, please consult the
excellent legislative summaries published by each of the five individual
office associations.
Second, please note that bills that affect one or a few jurisdictions
in a manner that does not have statewide significance are not discussed
here. Such "local" bills are discussed only if they entail a principle
or precedent of statewide importance. An example would be a city charter
bill that provided for the abolition, by charter change, of a constitutional
office. Even though the bill by definition affects only one locality, the
principle at issue -- the abolition of a constitutional office without a
public referendum -- would be of such statewide importance as to be included
here.
Finally, please note that the purpose of this report is to provide a
brief summary of legislation of interest. These summaries are no substitute
for reviewing the actual legislation, in final form. (All legislation is
available on the General Assembly's Internet home page, http://legis.state.va.us.)
